The Colorado Disproportionate Impact Indicator

The Colorado Disproportionate Impact Indicator (or CODI Indicator) is a resource developed the Colorado Futures Center at CSU in 2023 with generous grant support from the Colorado Energy Foundation. With rigorous input and guidance from nonprofit partners and service providers from across Colorado, the CODI Indicator’s data framework was shaped to meet the end-user needs of community providers and the funders and agencies that support them.  The purpose of the CODI Indicator is to provide users with a multi-variate analysis of key stressors at the census tract level throughout the state of Colorado. This tool is intended for use in understanding community needs and providing an informed response by entities seeking to address and invest in solutions that will improve social, economic and environmental conditions in the community.

Energy Outreach Colorado (EOC) provides financial support to limited-income Coloradans to help them meet their home energy needs. Demand for assistance consistently exceeds available resources, so EOC must strategically target its efforts to maximize impact. With a grant from the Colorado Energy Foundation and technical assistance from the Colorado Futures Center, EOC used the Colorado Disproportionate Impact Indicator (CODI) to gain a comprehensive view of communities across the state. This approach ensures that limited resources are used as efficiently and effectively as possible.
